The Scottish Estates: A Cross-Public Sector Conversation webinar, delivered in partnership with GovNews, brought together leaders from across Scotland’s public sector to explore how estates can be reimagined for a sustainable and community-focused future.

From policy bodies to cultural organisations and local authorities, the session provided rich perspectives on the shared challenges of managing public estates, and the opportunities to create places that truly serve people.

Re-thinking Land and Housing

Representatives from the Scottish Land Commission set the agenda by urging attendees to see estates as more than bricks and mortar. They explored how urban land and housing policy connects with regeneration, energy efficiency, and climate targets - framing estates as key drivers of public value and social impact.

Culture, Leisure, and Community Spaces

Speakers from Glasgow Life offered insights into operating cultural and leisure venues. Their reflections highlighted the balancing act of keeping facilities accessible while ensuring long-term financial and environmental sustainability. They described estates not simply as buildings, but as vital community assets where culture, sport, and social life intersect.

Local Authority Perspectives

Alongside Glasgow Life, representatives from Glasgow City Council discussed the pressures local authorities face in maintaining large, varied estate portfolios. They highlighted the power of data-driven decision making in prioritising investment - especially for retrofitting and repurposing to meet net zero commitments.

Additional local authority contributors shared examples of how councils can align estate strategies with both financial realities and community needs, showcasing the benefits of cross-departmental collaboration in unlocking creative solutions.

Heritage and Regeneration

Insights from heritage and regeneration organisations illustrated how Scotland’s historic assets can act as catalysts for regeneration, provided they are approached with flexibility and supported by strong cross-sector partnerships.

Shared Themes & Lessons

  • Collaboration between councils, cultural bodies, health services, and communities is critical.
  • Sustainability must be embedded into every estate strategy — especially in energy efficiency and retrofit programmes.
  • Community involvement ensures estates reflect local priorities and unlock greater social value.
  • Digital tools and data are reshaping estate management, helping leaders make smarter, future-focused decisions.

Looking Towards the Future

The webinar closed on an optimistic note. While funding, regulation, and capacity challenges remain, the conversation reflected a shared commitment to reimagining Scotland’s estates as enablers of social, cultural, and environmental outcomes.

By sharing knowledge and embracing collaboration, Scotland’s public sector has the opportunity to make its estates more resilient, sustainable, and impactful for generations to come.
