Concerto wins Blackburn with Darwen Council

Leading project and facilities management company, Concerto, has been awarded a new contract with Blackburn with Darwen Council. The council is a corporate landlord for over 600 properties in the north west of England and has a long-term estates management agreement with Capita.

The Concerto software will support a range of maintenance and project activities including planned preventative and reactive maintenance, supply chain management and performance monitoring, as well as project programme management and estates management, a module principally for use by the Capita team. The deployment of the mobile app for the supply chain will streamline the process and improve communication, as will the interface with the council’s finance systems for both accounts payable and receivable.

The new contract with Blackburn with Darwen Council establishes a technology platform that creates an holistic view of the estate for the council as well as driving the estates strategy review. As part of the mobilisation plan we are consolidating functionality from a number of existing systems into our Concerto software. The goal is to create interfaces for stakeholders and improve the data and information to support day to day operations as well as strategic decision making,” said Kevan Davey, Managing Director, Concerto.

Concerto works with Manchester City Council on NRM3 Compliancy

Concerto is working together with Manchester City Council on an exciting project of development to align Concerto software with the RICS NRM3 taxonomy.

This development, championed by Manchester City Council means the Concerto Property Asset Management solution will be compliant with the RICS new rules of measurement at the project handover and operational phases. This will have huge implications on the efficiency of how buildings are handed over for use.

The RICS NRM3 standards are firmly linked to the BIM Level 2 outcomes – to gather and use project information data in a 3D environment and in the correct format in order to enable faster, greener and leaner construction projects.

Concerto has, in the past, championed work alongside Manchester City Council to align the Concerto solution with BIM Level 2. The software supports the common BIM data environment from initial inception, design and build right through to operational management. This project to align Concerto with the NRM3 standards further adds to our work to provide an effective and recognised common data environment to support disparate property teams.

“Our work with Manchester means they are capturing the data through a condition survey and asset capture programme. The data will then be used to inform the management team on projected spend and condition of assets by priority. So for example, how much do I need to spend on roof repairs, where the work is critical, within a specific timeframe? Added to this, the NRM3 taxonomy also links with SFG20, so the asset classification related to a physical asset can relate back to the required SFG20 maintenance codes. This will allow the Council to understand the maintenance regimes and costs across the estate, and have a consistent well-governed approach to maintenance.”

The RICS ‘standards’ refer to new rules of measurement that offer a common data classification for maintenance and life cycle asset replacement works. This simplifies how lifecycle costing can be carried out in new, collaborative digital environments so that quantity surveyors can do so as the norm.

Adopting the common data classification provides a practical basis for supporting the data interfaces between project teams; cost managers and facilities management operators during design development and handover.

States of Jersey project phase 2 greenlighted

Concerto is delighted to announce the next phase of implementation of the concerto Asset Management suite Jersey Property Holdings, States of Jersey.

Since being awarded this contract, Concerto has been working alongside States of Jersey on a number of bespoke developments. This has included two-way financial interfaces between the Concerto property asset management software solution and Jersey’s internal finance system. This interface will now give the department a 360 degree consolidated view of financial performance.

  • The States of Jersey went live with Concerto last year with the following elements:
  • Managing core asset data
  • Automated bi-directional finance interface with the states ERP system
  • Planned preventative maintenance
  • Reactive helpdesk
  • Revenue projects
  • Supplier’s portal

 

Concerto and JPH have also worked closely together to align the solution with Jersey’s colloquial terms, many of which are not used in the UK.

Phase 2 of the implementation project has now been green lighted and is underway. This is to include managing the rent roll and interfaces to the states of Jersey finance system.

Concerto has been announced as the software of choice for the Central Manchester University Hospitals NHS Foundation Trust.

The Trust has selected Concerto via the Government’s Digital Marketplace framework G-Cloud. Launched in 2012, the G-Cloud framework aims to promote the adoption of cloud-based software applications in Central Government and the wider Public Sector in order to improve performance levels and reduce procurement costs. Concerto has been a part of the framework since 2013 and has just recently been awarded a place on G Cloud 8.

G-Cloud offers the Trust with an alternative procurement solution, negating the need to undertake lengthy tender processes and qualification procedures. Based on a 2 year contract (maximum allowable under G Cloud rules) clients are able to pay a simple annual fee for the license, support and hosting. In addition the daily rates for implementation, project management and date take on are also purchased through G Cloud Framework.

Concerto is being rolled out across the Trust to manage its Property and assets portfolio. Implementation will take on a phased approach and include the following property management functionality:

• Core sites
• Estates
• Planned and reactive maintenance
• Projects
• Programmes
• Budgets Management
• Associated administrative functions
• Facilities Management Helpdesk and PPM

Concerto Go Live at Cornwall Council

Concerto is pleased to Welcome Cornwall Council as the latest member of our user group.

Cornwall Council is responsible for the management of a significant property estate with a value of over £1.9 billion. Previously, their sites were managed with more than one system and in July this year, Cornwall Council issued a tender for the replacement of their existing property systems with the aim to improve the quality of data held and working practices across the property function.

Concerto was successful in its bid to provide the council with a new web based, centralised estate and property management system. This would for the first time provide the Council with access to all property data within a single system.

The project was kicked off in October and Cornwall Council and Concerto are working closely to implement the system in full. The key elements of the Concerto solution are fully integrated to act as a central hub for all of Cornwall’s property data, in all disciplines. These include:

  • Asset Management
  • Estates management
  • Capital accounting
  • Facilities Management helpdesk
  • PPM
  • Customisable Reporting and workflows

Due to the size of the project, it will be broken down into multiple phases starting with phase 1. This consists of:

  • Core site data
  • Helpdesk
  • PPM
  • Capital Accounting Reporting

The target date for phase 1 is late March/early April 2017.

So far, Concerto and Cornwall Council have conducted an onsite workshop, together with multiple WebEx calls with key decision makers at Cornwall Council in order to ascertain the more granular detail of the key deliverables. The outputs from these conferences are detailed, tracked and communicated through Concerto’s own project management portal, which the Cornwall Council project team has been introduced to.

Phase 2 onwards will be aimed towards the wider aspects of estate management such as:

• Deeds and Leases
• Case Management
• Disposals and Acquisitions
• Easements/Wayleaves
• Accounts Receivable Interfacing
• KPIs
• CAD etc.

Concerto to support Nottinghamshire County Council’s Joint venture for property management

As a result of changes in government funding over the last few years, Nottinghamshire County Council have sought to replace their existing model for service delivery. In September 2015 as part of the County Council’s Medium Term Financial Strategy (MTFS), the Council successfully embarked on a new joint venture with another publically owned company, Scape Group Ltd. The key purpose of the joint venture (known as Arc Property Services Partnership) is for:

• The provision of building design, refurbishments and operations
• Long-term sustainability
• A modern and sustainable service delivery model

“Scape is a very successful company that has achieved outstanding results in recent years. The company was selected due to its ethos and ability to compliment the council’s in house skills and resources.”

Nottinghamshire County Council has been a valued and long-standing user of the Concerto solution for the management of all operational and non-operational assets across the Council, along with the management of its capital programme. The Concerto solution is now being carried over under the umbrella of the new joint venture and will continue to play a key role in the efficient and successful management of Nottinghamshire county Council’s property portfolio.

Implementation is well under way and Care Line, the new help desk department, is now live and taking reactive maintenance calls via the Concerto help desk. Concerto are now working together with Arc on subtle developments to the Compliance module in order to streamline the solution with the Council’s internal processes and aim to go live with the Project Management module within the next month.

Everyone enjoyed a relaxed but productive day at the Golden Lion Hotel in Stirling, spent looking at current and future developments in the Concerto solution along with sharing experiences and valuable ideas for future projects and developments.

My assessment of our networking day is that Concerto via on-line software have
demonstrated improved module functionality and software performance for Asset, Estates
Maintenance and Project Management software modules that are efficient, lean and flexible

Wirral IT Services adopt Concerto Projects

Earlier in the year, Wirral Council began implementing the Concerto integrated asset management solution to capture and manage all aspects of property and related asset data owned or managed by the Council, namely approximately 2,500 property assets covering a broad and diverse range of buildings.

The Concerto Help Desk and PPM module is also being used by the Education department to provide a comprehensive premises support service to the schools across the Authority. Head Teachers and school managers have access to all their data via a simple, user-friendly web portal to keep ahead of remedial and repair works, compliance checks, survey information and other associated premise issues. Suppliers can also log in to the suppliers portal where they can submit job completion data and applications for payment, which are automatically processed by the system.

More recently, the Wirral IT services department has adopted the integrated project management module of the solution. The IT department will now be using the system to manage their IT projects and to assist with resource management.
